* gnu/packages/golang.scm (go-1.20): Update to 1.20.14.
[arguments]<parallel-tests?>: Disable for riscv64-linux.
<tests?>: Disable for riscv64-linux.
<phases>: Add a phase to skip certain tests based on the architecture.
(go-1.21)[arguments]: Strip the inherited keyword tests.  Remove the
added phase to skip tests.
