This is a followup to bbb9551884.
Replace all python-charset-normalizer-3 occurences
with python-charset-normalizer.
* gnu/packages/python-xyz.scm (python-charset-normalizer-3):
Mark as a deprecated public alias.
* gnu/packages/music.scm (picard)
[inputs]: Replace python-charset-normalizer-3
with python-charset-normalizer.
* gnu/packages/python-web.scm (python-translation-finder)
[propagated-inputs]: Replace python-charset-normalizer-3
with python-charset-normalizer.
