activation: copy-account-skeletons: Make all copied skeletons writable.

Previously, copying skeleton ‘.config/nano/nanorc’ to user home won't make
‘~/.config/nano/nanorc’ writable.

[set-owner]: Make all copied skeleton writable.
Rename procedure to ‘set-permission’.
