gnu: Remove glibc@2.21 and its traces.

* gnu/packages/base.scm (glibc-2.21): Remove.
* gnu/system/locale.scm (localedef-command)[maybe-version-directory]:
Remove.  Replace call with use of 'package-version'.
(single-locale-directory): Remove 'version>=' conditional.
