gnu: Add basic support for powerpc64le-linux-gnu targets.

Browse Source 
* gnu/packages/bootstrap.scm (glibc-dynamic-linker): Add
"powerpc64le-linux".
* gnu/packages/linux.scm (system->linux-architecture): Add "powerpc"
prefix.
(system->defconfig): Add "powerpc64le-" prefix.
