tests: nar-herder: Test the control port.

* gnu/services/guix.scm (nar-herder-shepherd-services): Add missing variables.
* gnu/tests/guix.scm (%nar-herder-os): Have the control server listen on all
interfaces.
(run-nar-herder-test): Test connecting to the control server.
