3. reverting the change for ‘onnx-optimizer’, ‘openquest’, and ‘certbot’,
which use ‘substitute-keyword-arguments’ for arguments that are not
inherited (and thus ‘arguments’ would be unbound);
4. reverting the change for ‘insight-toolkit-legacy’ and ‘wine64-staging’
which make bogus assumptions about inherited arguments.

The `file->bytevector' new procedure uses a memory mapped bytevector, so
parsing the ELF file reads only the sections needed, not the whole file.

Improved reliability when HTTP/3 connections fail. IceCat no longer
forces HTTP/2 during fallback, allowing the server to choose the
protocol and preventing stalls on some sites.
