gnu: python2-cython: Fix build on 32-bit platforms.
* gnu/packages/python.scm (python-cython, python2-cython)[source]: Add patch.
* gnu/packages/patches/python-cython-fix-tests-32bit.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
