* gnu/packages/patches/nsis-source-date-epoch.patch: Drop this patch.
* gnu/local.mk (dist_patch_DATA): Remove it.
* gnu/packages/patches/nsis-env-passthru.patch: Adjust the patch.
* gnu/packages/installers.scm (make-nsis): Update to 3.08.
