This is also needed in containers for defining the various protocols; its
absence would cause error like, for example with Perl:

   IO::Socket::INET6: sock_info: Bad protocol 'tcp'

* gnu/system/file-systems.scm (%network-configuration-files): Register
/etc/protocols.
