* gnu/packages/php.scm (php): Update to 8.2.13.
[source]: Remove patch.
[arguments]: Adjust the 'prepare-tests phase to skip fewer tests.
[inputs]: Replace openssl-1.1 with openssl.
* gnu/packages/patches/php-fix-streams-copy-length.patch: Remove file.
* gnu/local.mk (dist_patch_DATA): Remove it.
