[source]: Switch to git-fetch.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:test-flags>: Disable tests that require a database.
[native-inputs]: Add python-httpx, python-psycopg, python-pytest,
python-setuptools, and python-starlette.
