[arguments]: Use #:test-flags instead of a custom 'check phase; remove
'tabulate-compatibility phase; add 'pre-check phase.
[propagated-inputs]: Add python-humanfriendly, python-reretry, and
python-throttler; remove python-ratelimiter.
