(rootless-podman-shepherd-services): new variable;
(rootless-podman-service-etc): new variable;
(rootless-podman-service-type): new variable.
* gnu/local.mk: Test it.
* gnu/local.mk: Add them.
* doc/guix.texi (Miscellaneous Services): Document it.
