* gnu/packages/openstack.scm (python-oslo-i18n): Update to 6.5.1.
[build-system]: Switch to pyproject-build-system.
[propagated-inputs]: Remove them.
[native-inputs]: Add python-coverage, python-debtcollector,
python-oslo-config, python-oslotest, python-pbr, python-setuptools,
python-stestr, python-testscenarios, python-wheel.
