[build-system]: Swap to pyproject-build-system.
[arguments]<tests>: Enable them. <test-flags>: Skip some failing
tests. <phases>: Add patch-pyproject, fix-conftest.
[native-inputs]: Add python-pytest, python-pytest-xdist, python-flaky,
python-setuptools, and python-wheel.
