Some packages propagate util-linux, so make sure that that manifests and
similar choose the same version to avoid conflicts.

* gnu/packages/linux.scm (util-linux)[properties]: Remove.
(util-linux+udev)[name]: Set to "util-linux-with-udev".
[properties]: Remove.
