* gnu/packages/version-control.scm (stgit): Update to 0.21.
[native-inputs]: Add perl.
[arguments]: Build with default Python (3).
Add ‘hard-code-version’ and ‘patch-tests’ phases.
Fix and run all remaining tests in the ‘check’ phase.
