The latest commit fixes a problem in configure.ac.

* gnu/packages/bioinformatics.scm (rcas-web)[source]: Fetch from git.
[arguments]: Remove 'find-RCAS phase; use G-expression.
[inputs]: Drop labels.  Use Guile 3.0.
[native-inputs]: Add autoconf and automake.
