[build-system]: Swap to pyproject-build-system.
[arguments] <tests?>: Enable them.
<test-flags>: Skipp 3 failing tests.
<phases>: Remove 'check-setup, add 'pre-check.
[native-inputs]: Add python-pytest, python-setuptools, python-trubar,
and python-wheel.
