(system-services->configuration): ... this.  Determine the base list of
services based on whether SERVICES contains at least one "desktop"
service.
* gnu/installer/newt/services.scm (run-desktop-environments-cbt-page):
Adjust accordingly.
* gnu/installer.scm (installer-steps): Likewise.
