[arguments] <tests?>: Disable for now.
[propagated-inputs]: Remove python-gitpython, python-jschema-to-python,
and python-sarif-om.
[native-inputs]: Remove python-beautifulsoup4, python-fixtures,
python-stestr, python-testscenarios, python-testtools, and python-wheel.
