  'text-file'.  Adjust users accordingly.
  [files]: Add the /etc/localtime file for TIMEZONE.
  Add TZDATA to the 'file-union' inputs.
  (operating-system-derivation): Pass 'etc-directory' PROFILE-DRV
  instead of PROFILE.
