[propagated-inputs]: Drop labels.
[native-inputs]: Add python-hatchling, python-hatch-vcs, and
python-setuptools.
[build-system]: Use pyproject-build-system.
(python-testtools): Update to 2.7.2.
[arguments]: Disable some tests.
[native-inputs]: Add python-hatch-vcs, python-hatchling, python-twisted, and
python-setuptools.
