Simplify, final command inherits from the library, remove redundant
modifications.

* gnu/packages/golang.scm (go-github-com-client9-misspell)
[arguments] <phases>: Use default 'build.
<test-subdirs>: Do not run tests in "cmd" which are failing.
(misspell): Inherit.
