Fix build on non x86_64 architectures by disabling tests.

* gnu/packages/golang-check.scm: Add "guix utils" module.
(go-github-com-stretchr-testify): Update to 1.10.0.
[arguments] <tests?>: Limit them to x86_64 architecture.
