* gnu/packages/python-web.scm (python-warcio): Update to 1.7.5.
[arguments]: Disable loading test file that now requires python-hookdns.
All tests in that file were already skipped before, because they need
network access.
[native-inputs]: Add python-setuptools and python-wheel.
