* guix/import/elpa.scm: (guix-package->elpa-name): New procedure.
  (latest-release): Use it.
* tests/elpa.scm ("guix-package->elpa-name: without 'upstream-name' property")
  ("guix-package->elpa-name: with 'upstream-name' property"): Test it.
