Use G-Expressions and fix build. [build-system]: Swap to pyproject-build-system. [arguments] <test-flags>: Skip 3 tests. <phases>: Remove 'check-setup, add 'pre-check and 'relax-requirements. [propagated-inputs]: Add python-numpy, python-requests-cache, and python-typing-extensions. [native-inputs]: Add python-pytest, python-setuptools, python-trubar, and python-wheel.
