This removes reliance on the availability of 'bin/sh' in glibc.

* gnu/packages/ncurses.scm (ncurses): Remove 'configure-phase'.  Add
  'remove-shebang-phase'.
  [arguments]: Remove distinction between cross builds and native builds.  Use
  'modify-phases'.  Add 'remove-unneeded-shebang' phase.
