* gnu/packages/commencement.scm (tcc-boot): Remove stale comments.
(gcc-core-mesboot0)[native-inputs]: Remove "boot-patch".
[arguments]: Turn flags and phases into gexps.  Use 'local-file' in the
'apply-boot-patch' phase to refer to the patch.
(glibc-mesboot0)[native-inputs]: Remove "boot-patch" and "system-patch".
