Ludovic Courtès 7ca9809cdb tests: Skip ‘terminal-string-width’ test on encodings other than UTF-8. 
* tests/syscalls.scm ("terminal-string-width Japanese"): Skip when the
encoding of (current-output-port) is not UTF-8.
