* gnu/packages/python-xyz.scm (python-av): Update to 13.0.0.
[arguments]{test-flags}: Add additional similarly failing test; update
ignored tests due to network access.
[native-inputs]: Remove python-editorconfig, which was likely never
required in the first place.
[inputs]: Replace ffmpeg-5 by ffmpeg.
