[build-system]: Use pyproject-build-system.
[arguments]: Convert to gexp and remove custom 'check phase.
[propagated-inputs]: Remove python-chardet and python-sortedcontainers.
Add python-charset-normalizer.
[native-inputs]: Remove python-nose and python-tox. Add python-pytest.
