[inputs]: Add double-conversion, gl2ps, jsoncpp, libjpeg-turbo, libtheora,
libtiff, libxmlplusplus, lz4, netcdf, proj, python-gitpython, python-pyyaml,
sqlite, and vtk-8. Remove vtk.
[arguments]: Add "-DBUILD_FLAT_MESH:BOOL=ON" to #:configure-flags.
