* gnu/build/file-systems.scm (MS_REMOUNT): New constant.
  (mount-file-system): Add 'flags' local variable.   When FLAGS has
  MS_BIND & MS_RDONLY, call 'mount' with MS_REMOUNT.
* gnu/services/base.scm (file-system-service) <start>: Likewise.
