[source]: Switch to git-fetch.
[build-system]: Switch to pyproject.
[arguments] <phases>: Remove 'remove-bat-file, as it's part of
installation even if it's related to Windows, it's just set-up script no
a binary blob.
<tests?>: Deliberately switch them off as no provided.
[native-inputs]: Add python-setuptools and python-wheel.
