[build-system]: Switch to pyproject-build-system.
[arguments]<#:tests?>: Disable them.
<#:phases>: Refresh them.  Delete 'build phase.
[native-inputs]: Add cmake-minimal, python-pytest, python-setuptools.
[propagated-inputs]: Add python-numpy.
[description]: Improve style.
