* gnu/packages/fcitx5.scm (fcitx5-configtool): Update to 5.1.3.
[inputs]: Remove qtbase-5, qtx11extras, qtdeclarative-5, qtquickcontrols2-5,
and plasma-framework; add qtbase, qtdeclarative, ksvg, kcmutils, and
libplasma.
[arguments]<#:configure-flags>: Pass -DUSE_QT6=ON.
