services: Add ‘system-log’ Shepherd service.

* gnu/services/shepherd.scm (gexp-or-integer?)
(gexp-or-string?, gexp-or-string-or-false?): New procedures.
(system-log-configuration): New record type.
(shepherd-system-log-service-type): New variable.
* doc/guix.texi (Shepherd Services): Document it.
