gnu: ntp: Wrap update-leap command.

* gnu/packages/ntp.scm (ntp)[inputs]: Add guile-3.0, perl-http-tiny,
perl-io-socket-ssl, perl-net-ssleay.
[arguments]: Add a phase to wrap the update-leap command.
