Fixes build failure with missing tests.

* gnu/packages/web.scm (python-py-ubjson): Use pyproject-build-system.
[native-inputs]: Add python-setuptools, python-coverage and lcov.  [source]:
Use git-fetch.  [phases]: Add 'avoid-git-clean. Replace 'check.
