gnu: Add oyacc.

oyacc is a portable yacc implementation that depends on libc only,
making it useful for bootstrap purposes.

* gnu/packages/oyacc.scm (oyacc): New variable.
* gnu/local.mk (GNU_SYSTEM_MODULES): Add new module.
