[arguments]: Relocate after [build-system].
<#:configure-flags>: Remove -DCMAKE_SKIP_INSTALL_ALL_DEPENDENCY=TRUE and
-DWITH_BDB=ON. Add -DENABLE_IPC=OFF.
<#:phases>: Remove the 'make-qt-deterministic phase and the 'check phase
replacement.
[native-inputs]: Remove qttools-5. Add qttools.
[inputs]: Remove bdb-4.8, qtbase-5. Add qtbase.
