gnu: shadow: Set log in /var/log.

Fixes lastlog and faillog commands which otherwise look for lastlog and
faillog files in /etc.

* gnu/packages/admin.scm (shadow)[arguments]: Add configure flag
'shadow_cv_logdir'.
