* gnu/packages/time.scm (tz): Update to 0.8.0.
[arguments]: Disable static analysis tooling.
[inputs]: Add go-github-com-pelletier-go-toml-v2,
go-github-com-tkuchiki-go-timezone, go-github-com-mattn-go-isatty,
go-golang-org-x-tools, and go-golang-org-x-term.
