Fixes guix/guix#87.

* gnu/packages/patches/libgit2-proxy-reconnection.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/version-control.scm (libgit2-1.9)[source]: Use it.
