<phases>: Remove 'python3.11-compatibility; add 'move-assets-to-data.
[native-inputs]: Remove swig-4.0; add python-pytest, python-setuptools,
and swig.
[inputs]: Remove libmypain; add gdk-pixbuf, libmypaint-next, and libpng.
[home-page]: Use HTTPS.
