Tomas Volf 73049ba951 gnu: procmail: Fix build with gcc-14. ...

* gnu/packages/patches/procmail-gcc-14.patch: New patch.
* gnu/packages/mail.scm (procmail)[source]: Use it.
* gnu/local.mk (dist_patch_DATA): Register it.
