* gnu/packages/python-web.scm (python-websocket-client): Update to 1.8.0.
[build-system]: Use pyproject-build-system.
[arguments]: Remove 'skip-network-test and custom 'check phase; use
 #:test-flags to disable test.
[native-inputs]: Add python-setuptools and python-wheel.
